Board of Directors Regular Meeting Minutes

Groton, CT 06340

January 12, 2006

 

Present:    President Alan Ackley, Clerk Monica Knaff, Treasurer Thomas Santacroce, Director Jeffery                   Vary, Chief Todd Paige, Deputy Chief Russell Shaw, Fire Marshal Michael Richards and       Administrative Assistant Jamie Muhlack 

Absent:      Vice President Peter Legnos 

 

At 7:13 p.m. the clerk announced the call to order with the time, date and place.  Roll call was taken to establish a quorum. A moment of silence and a pledge to the flag followed.

 

MOTION:  It was MOVED, SECONDED and CARRIED to accept the minutes of the meeting of December 8, 2005.

 

The order of business was changed by the president in order to have the presentation of the audit report by Baude & Rolfe, PC. The auditor mentioned that the unreserved amount historically should run about 5% to 10% of the budgetary expenditures and the district’s is about 5%.  For smaller tax districts, the unreserved amount is usually closer to the 10% amount. The Management Discussion and Analysis should be prepared by the district. A discussion followed. 

 

Reports and Communications:

Chief Todd Paige’s report was accepted for record.

Administrative Assistant Jamie Muhlack’s report was accepted for record. 

The clerk’s report was accepted for record.     

 

Unfinished Business:

The Conseco policy remains as unfinished business.  

 

Tom Santacroce requested that Jamie Muhlack become a notary republic.  The clerk said Jamie should go to the Town Clerk’s office and pick up a booklet and application.  The application must be mailed to the Secretary of the State’s office with a check.  The fee will be covered by the district.  

 

The treasurer announced that the bills to be paid in January are $105,147.20, approved by the president.

 

At 8:00pm the president announced that the board would hold an executive session to discuss the Fire Inspector’s position.  Chief Todd Paige was invited to attend.

 

At 8:25pm the president reconvened the meeting stating that no votes were taken any decisions were made in executive session.

 

The president returned unfinished business to the table concerning the Fire Inspector’s position. Attorney O’Malley and the chief met with the union. This position needs to be filled. 

 

MOTION:  Jeff Vary moved, seconded by Tom Santacroce that the Fire Inspector’s position be filled with part time employees for the time being and that this position be reviewed in the future, and unanimously passed.  

 

MOTION:  At 8:28p.m. it was MOVED, SECONDED and CARRIED to adjourn.
