Board of Directors Regular Meeting Minutes

                                                             June 8, 2006

 

 

Present:  President Alan Ackley, Vice President Peter Legnos, Clerk Monica Knaff, Treasurer Thomas Santacroce, Director Jeffery Vary, Chief Todd Paige, Deputy Chief Russell Shaw, Fire Marshal Michael Richards and Administrative                         Assistant Jamie Muhlack   

 

At 7:10 p.m. the clerk announced the call to order with the time, date and place.  Roll call was taken to establish a quorum.  A moment of silence and a pledge to the flag followed. 

 

MOTION:  It was MOVED, SECONDED and CARRIED to accept the minutes of the regular meetings of April 12 and May 11, 2006, and passed unanimously. 

 

Reports and Communications:

Chief Todd Paige’s report was accepted for the record.

Deputy Chief Russell Shaw reported that the renovations at the Long Hill Fire Station are near completion.  Plans are for the district office to move to the Long Hill Fire Station the last week of June. The district office and the Deputy Chief’s office will be completed at that time.  The Chiefs office will need carpeting and paint only.  The fire marshal will move his office to Fort Hill Station.   

Fire Marshal Richards’ report was accepted for the record.  

 

New Business:

MOTION:  Peter Legnos MOVED, SECONDED by Monica Knaff to purchase a Canon IR2270 copier in the amount of $5,272.00 from Ikon and passed unanimously. 

 

Jamie Muhlack said Ikon would remove the old machine without a fee at the time of delivery of the new machine.  A fee would be added to remove the machine at a latter date.  Jeff suggested the machine be donated to the volunteer firefighters. 

 

MOVED: Jeff Vary MOVED, SECONDED by Alan Ackley to donate the district old copy machine to the district’s volunteer firefighters and passed unanimously.  The Volunteers will have to move the machine themselves.

 

Russell Shaw presented two estimates for the Long Hill Station flat roof.  Each estimate list repair and replacement costs:

The vice president said that it would be best to do this repair at this time of the year.  Jeff Vary asked what the life expectancy of this repair would be.  The deputy chief gave an estimate of 5 or 6 years.  The deputy said he conferred with Wes Greenleaf for the town.  Mr. Greenleaf suggested the district call an architect.  The deputy stated that the air conditioners on the roof will need replacement.  They should probably be done at the same time.  

 

MOTION: Peter Legnos MOVED, SECONDED by Jeff Vary to have Pawcatuck Roofing repair the Long Hill Station roof in the amount of $5,975.00 and passed unanimously. 

 

The chief states several months ago we authorized the purchase of turn out gear in the amount of $1,505.  The price of this equipment has been increased by $80.00.  A lengthily discussion followed.

 

MOTION:  Jeff Vary MOVED, SECONDED by Tom Santacroce that the district purchase up to ten sets of turn out gear from the already budgeted funds and encumbered monies for the focal year of 06-07, passed unanimously.

 

Jeff Vary gave a statement concerning the past election.  Mr. Vary believes there is a conflict having Mr. Welch as president of the District Board of Directors and a member of the executive board member of the volunteer company.  Alan Ackley said Mr. Welch will have to excuse himself from voting on any issue that would be a conflict. 

 

MOTION:  It was MOVED by Jeff Vary, SECONDED by Monica Knaff that the board contacts the district’s attorney as to the legality of a member of the volunteer fire fighters serving on the board and passed unanimously. 

 

Good of the Department

The chief announced that the Riders of Fire Connecticut 1 and the Eastern CT Emerald Society will sponsor a Poker Run and Steak Night on July 22nd as a fund raiser for the Chief Daniel T. Keogh Memorial Scholarship Fund.  The Ride registrations will be $25.00 for bike and driver starting at 10:30am at the Fort Hill Station of the Poquonnock Bridge Fire House.  The Poker Run ends at 4:30pm at the Cohanzie Fire Station, Dayton Road, Waterford.  The Steak night begins at 5:00pm $20.00 per person at the Cohanzie Fire Station.

 

Jeff Very stated that he would like to thank the district for the opportunity to serve on the board.  This board helped put the district into the 21 century such as the pilot program. Alan Ackley and Monica Knaff expressed the same feelings.   

 

The clerk requested that New Business be re-opened so the tax rate could be set and the appointment of the districts attorney could be held.  New Business was re-opened.

 

New Business:

MOTION:  It was MOVED by Monica Knaff, SECONDED by Jeff Vary to appoint TECOR as the legal representative for the district and passed unanimously. 

 

MOTION: It was MOVED by Jeff Vary, SECONDED by Peter Legnos to open the tax mill rate for discussion.  This year the mill rate increased to 6.1.  The past two years mill rate  was 5.9.  Due to the members of the district voting at the annual meeting the rate had to be increased.

 

 

MOTION:  It was MOVED by Monica Knaff, SECONDED by Jeff Vary to have the mill rate for the Poquonnock Bridge Fire District for the year 2006-07 be set at 6.1 mills unanimously passed.

 

Presentation and payment of bills:

The treasurer announced that the bills to be paid in June are  $124,726.08, approved by the president.  

 

MOTION:  At 8:10 it was MOVED, SECONDED and CARRIED to adjourn.
